Quarterly Financial Reports on Colonial
Development and Wellre Schemes.
Pagraph 7 of my cir ular despatch of the
26th Jun 1946, indicated that no change was required
in the form of these reports which are furnished in
accordance with paragraph 12 of enclosure 2 to the late
Lord Llov's circular despatch of the 10th Sopten,
1940 for the purpose of providing information on hich
issucs from the Voto for Development and Welfare (Colonies
etc.) can be made to Colonial Governments.
2. Since that requirement was first indicated the
proceduro as regards applications for issues has been
modified, and in accordance with paragraph 6 of my
unnumbered circular telegram of the 22nd November, 1946,
issues are now made on the basis of quarterly telegraphic
information as to progress of expendituro. The Rood for
these reports for the purpose originally intended has thus
to a gran extent disappeared, and while on occasion the
reports have contained useful information as regards

progress of schemes it is the intention that in future this
should be embodied in the annual report on the ogress of
the development programme as a whole, which is to be
rendered in accordance with the Circular despatch to which
reference is made in paragraph 1 above. It is consequently
felt that the use which can now be made in the Colonial
Office of the information given in the quarterly Financial
Reports is not commensurate with the time and trouble which
